Stop At Ratio popup in Inspector causes misbehavior

Description
Given a torrent whose Stop Seeding is Global.
In Inspector->Options select "Stop At Ratio" in the popup.
Instead it will actually then flip to Seed Forever and simultaneously stop the selected torrent with a "seeding complete", requiring a second selection of the popup and manual restart of the torrent.
Repros under 10.5.2 and 5090 as well as several preceding builds, but I can't tell when this behavior started. Sorry.

Is the torrent already finished and at that ratio. If it is, then obviously it has reached that ratio and is stopping. It is changed to "seeding complete" so that if you start it again it won't automatically stop again.
