Comment box won't scroll

Description
With the Inspector open and focused on a torrent that includes a comment, if the comment is longer than the comment box can show, a scroll bar appears to the right. Nothing unusual there. However, the comment box cannot be scrolled through by clicking the arrows - only grabbing and dragging the scroll lozenge, or using a scroll wheel, will work.
I'm running Transmission 1.06 under 10.4.11 on a MacBook?.
