libtransmission fails to compile on Win32

The libtransmission subdirectory fails to compile on Win32 because of a undeclared variable in platform.c The attached patch fixes the bug.

Not that it matters, really, since most of the third-party components can't be built on Win32 anyway.

I agree it doesn't matter right now, but win32 is an /eventual/ goal... so thanks for the patch. :)
