[GTK 1.20b] Help button in preferences dialogue

Description
There should be a help button in the preferences dialogue, next to close. The button should link to html/preferences.html. Firstly, the help in that file is specific to the prefs dialogue, which makes it much more targeted. Secondly, the Mac version does it this way. Finally, 'preferences.html' is not linked to anywhere in the help except the index, which means unless it has this button, it is orphaned and noone will ever read it.
